It celebrates the meeting 2 lovers at the Milky Way, they are allowed to meet only once a year on the seventh day of the seventh lunar month. Japanese celebrate on the normal calendar day instead of the lunar calendar. Chinese have the similar story too.
In present-day Japan, people generally celebrate this day by writing wishes, sometimes in the form of poetry, small pieces of paper, and hanging them on bamboo, sometimes with other decorations.
